I'm pretty sure that kind of fine print is in just about every deal like this. they're just covering their flowers.

 

This represents a more specific type of flowers-covering than I usually see.

2- We decide which qualifying transactions actually, really, truly qualify.

At least they're trying. :D

I'm still waiting for the 200 points/purchase on ten purchases the week before Christmas. They may decide that $0.20 Amazon gift card purchases don't count. :P

That sounds about right. To paraphrase my last back-and-forth:

 

Me: I didn't receive credit for all of my online purchases. All of my purchases on this statement were done online.

 

Discover: Only online purchases qualify for the 5% cash back.

 

Me: All of my purchases were made online, but if you'll tell me which ones you disallowed that will help me plan my spending better for next month.

 

Discover: We'll go ahead and credit you for the difference between what you were expecting and what you received.
