I have a collection that is scheduled to drop from my credit reports on "7/2012". Does this mean it will be gone -- or eligible for successful disputing -- on 7/1/2021 or 8/1/2012?

Do these expired collections typically disappear on their own or do they usually require action from the affected party?

They usually disappear, but you can always move things along early by disputing them as obsolete but seeing they will be gone within a week or so you might have better luck with Experian by disputing it as obsolete since they like to hold on to things a bit longer than they should as LKH, pointed out.

^this but if you dispute now it'll probably come off , you can usually dispute couple months early and the CSR will just delete ahead of time cause it'lll be extra work in a couple months anyways.
