Letter from Visa

So I had received a letter from a CA which I am disputing but it also had the MC/Visa/Disc logo and said there is a fee of X per y paid on a credit card. I sent a copy of the letter to Visa and MC asking if this is allowed. Visa responded with

If the processing goes through a third-party, a fee can be charged. I am curious what specific language appeared on the website in question...and if the language about use of a third-party existed, whether THAT was included in the snivel to VISA.

Centex it wasn't on a website it was on the dunning letter they sent me. I have it in PDF PM me your E-mail and I'll shoot a copy to you.
