It's T-Mobile's finance department. Its a computer automated call that isn't designed to leave a voice message unless the call is physically answered. The call is for those with overdue payments on their cell phone bill. If you don't have a T-Mobile phone someone you know does and has you as a contact number if they can't be reached or someone you don't might have your number as well for a contact. This isn't a scam. Also all call centers (finance departments included) doesn't take note of all calls they receive or of those that go out hence the constant calling.

Calll spoofing is on the rise so if you don't have t-mobile it could be some other a-hole just using the number.

800 number/toll-free calls – Simply requesting privacy when you call 800, 888, 877 and 866 numbers may or may not prevent the display of your telephone number. When you dial a toll-free number, the party you are calling pays for the call. The called party is able to identify your telephone number using a telephone network technology called Automatic Number Identification. FCC rules limit parties that own toll-free numbers from distributing and using this information, and require phone companies to inform customers that their telephone numbers are being transmitted to toll-free numbers in this way.
