I am asking this question for my brother.Would a 720 fico post bk13 still be able to get a decent rate? No negs except for those IIB. He has 3 good TLs. Will be looking for about a 15000$ car with 1000$ down.

You are asking such a general question with such general information so that it is exceedingly difficult to formulate a response just on the information provided.

 

There are SO MANY OTHER factors that determine the end result.

 

So without the "credit app", I will venture to say that it could be possible, but unlikely, as the 1K downpayment will likely only partially satisfy the taxes, tag and title fees, thereby no reduction in LTV to make the loan more palatable to a prime bank.
