Why use personalized stationery when sending HIPAA letter?

I was reading around and some helpful person gave the following advice:

 

Make sure you HAND ADDRESS the envelope, use personalized stationery and purple or teal font, ( preferably italic).

 

Why is there a need for this? If I hand address the envelope, can the letter itself be printed from a computer?

 

And when sending the first HIPPA letter, I should send it certified mail but WITHOUT the return receipt request right?
