I *think* that my dw can dispute a couple of her loans as obsolete now if I am reading the info correctly.

Backstory is that she had the loans in deferment. The deferment ran out but she didn't know it. We had relocated due to military orders and for some reason, they didn't get the address forwarding info.

They contacted a family member reference and she called them. Big oops but she filled out the paperwork and they went back into deferment. She consolidated a couple months later. Anyway there are a couple of them opened in 2000. The lates were 30,60,90 in Aug-Oct 2004.

Can she dispute them as obsolete now based on them being open in 2000 or does she have to wait 7 years from the lates?

7 years rule applies. Open date is totally irrelevant with student loans. The tradeline itself will not drop off until 7 years from the date it was paid off by consolidation. The lates will drop off just before that.
