I've read the previous posts and still remain a little confused. Before finding CB I disputed the medical collection as not mine. The CA verified it as mine and it now reflects on my CR as updated. Should I send the MDL to the CRA or the CA or should I first pay off the $81- balance to the OC and then send the MDL.

You send the medical dispute letter first. Do not have any contact with the CA. After you get the requested information back from the CRAs, you then pay the OC.

 

Before doing this, be sure to opt out, delete any previous addys and update all personal info.
