Should I try to contest my $99 Tax Offset to NJ HESAA? I am IN REHAB!

Hello. Just got my official love letter, dated 04/04/12 but received today.. It basically says, without the specifics, that NJ HESAA (full name/address) applied my $99 refund to my defaulted Student Loan.

 

I have been making Rehab payments since the month of December 2011 forward, and I have signed the paper agreeing to pay as to the terms of Rehab (which is "just keep paying at least 9 out of 10 months, and then after that, until we Rehab you."

 

Should I even TRY to contest the $99? Or, no, there is nothing I can do..
