Partial loan thru the school itself

I attended one of those rip-off computer schools. They got $9500 from Uncle Sam, $1500 upfront from me and the balance of 3K was thru the school itself. I believe it was a retail installment contract. Can anyone tell me if it falls under UCC or signed contract? I'm trying to figure out when it goes out of SOL. This was in March of 1999. I was supposed to start paying 250 per month in Oct 99, but their crack placement team kept sending me on interviews for jobs that paid half of what I was already earning. I was already struggling and never made the first payment. The school has since filed Chapter 7.
