So, before entering the military I defaulted on a student loan, my dad then used his bank of america credit card for an settlement offer. I've been paying the credit card for the past 5 years, so my question is can my dad authorize me as a user or whatever and then can I apply for SCRA? Also my dad was active duty military at the time.

your Dad should have had the interest rate reduced to 6% if he was active duty
Zero percent interest for service in an area of hostile fire
and he could have had them deferred
For federal student loans, you can defer payment during certain periods of military service
