NSF rules - Am I reading this correctly?

A cc payment (not related to the bank) was presented for payment and the bank returned it. Am I reading this correctly in that the bank should have done the cash advance from my cc (which is issued from my bank)? They did the cash advance after the payment was returned NSF. I'm just trying to figure out why they didn't do the advance when the check was initially submitted.

 

My bank acct was $1.18 short which caused a 30-day on my CR and you know what a recent 30-day does to FICO. :stop:  I'm so distraught. :cry2:
