I'm on Chexsystem and I were able to open an account with Union Bank.  Union Bank allow second chance checking account.

Where is the bank located?

Did you apply in person or online?

Hold old is your Chexsystems information?

The bank is located in California.  I applied in person.  My Chexsystem information were like a year old.

I've been a UBOC customer for 20 years.  They don't have their own CC, but for basic banking services, I'm a happy camper

 

They have branches in California, Oregon, and Washington.

Actually they now issue their own credit cards: https://unionbank.co...cards/index.jsp

They used to let another company issue them (I think it was First Bankcard) but earlier this year they decided to take over all the cards themselves.

Makes sense - they used to be an independent regional bank, but last year they were rolled into Tokyo Bank.  They now have "their own" CC, under Mitsubishi Financial Group.

 

The old 3rd-party CC was pretty bottom of the barrel.  Despite being a banking customer of 20 years, I was never tempted to app their CC.
