Still no way to get a Diner's Club personal card in the US?

It would appear the answer is no...the Personal card option still showed "Our Consumer card application is unavailable while we make improvements" and there was no option that I could find on their other US pages to apply, not even for the Carte Blanche card.

 

I did notice that it appeared to have been punted...BMO Harris now has it.  I think it was Citi the last time I had looked...

For ICBC, you'll need to apply at a branch. They have some in California and a couple other states.

 

There is CIBC in the U.S., headquartered in Chicago. It's a subsidiary of the Canadian Bank. They don't have a credit card, the last time I checked, but do offer a debit card with a checking account.

IIRC ICBC also takes phone and email apps.

Don't have to apply at a branch.  While the website says you do, you can call a certain young lady in charge of new card accounts and she will accept your application.  I have two of their cards and have never set foot in a branch.

Good to know. When I applied for ICBC Union Pay, the website allowed online applications, and I got the card. Afterward their website said apply at a branch.

A month later I decided I wanted an ICBC checking and debit card. I didn't feel like driving down to the Torrance branch from my house in the San Fernando Valley. I had a trip coming up to San Francisco, so I waited. I walked down to their Chinatown branch from my hotel in Union Square and applied then. Already having my Union Pay account in their computer sped up my visit.  That's the only time I've been in an ICBC USA branch.

I had my ICBC Beijing account manager set me up for my first ICBC USA credit card.
