It sounds exactly like Wells Fargo, and this U.S. Bank incident has been going on for over a decade. You would think they would know about that scandal, which was exposed in 2016, and stop misbehaving.

Wells Fargo branch employees were a nervous wreck, directed they got to open at least a certain high number of accounts a week or they're gone. That just breeds unauthorized account openings. The CEO of Wells Fargo eventually resigned and was fined, but he still pocketed a ton of money for the time he was there.
