When she called her credit-card company, it said it had actually closed her account entirely — hadn’t she gotten the notice about it, mailed 45 days prior (as required by law when a card issuer makes “major changes” to a cardholder’s status)

Um, no. Closing/canceling a credit card is not one of the actions, like raising APR, that requires advance notice.

"Is it a bad time to close a credit card?
Generally speaking, yes. Closing a credit card usually does ding your credit score, at least temporarily, because it hurts your credit-debt ratio."

Oh no!

If I only knew! My FICO 9 score plummeted 3 points and now I'm at 808... whatever will I do??

Then there's the part about staying at her sister's house. If the bank did send a notice to her address and she never read it because she's not bothering getting her mail, is that the bank's fault?
