Reagan National University was supposed to be a place of higher learning, but it was unclear how it awarded degrees. By all appearances, at present, it has no students, no faculty and no classrooms.

You said it. I suppose it could be a "holding" organization that eventually will offer a curriculum and degree programs, though I would expect at least some sort of documentation as part of the approval process. Things like this are being drowned out by the screams and chants of "free college" and "forgive our loans" though.
