For scoring yes...for the entities that penalize for 'too many inquiries,' then no. 

 

That being said, if one applies for a loan and does not include language on the application expressly limiting the number of pulls, they are going to often see a ton of pulls.  Yet another reason to have financing already in hand when you go vehicle shopping...in this day and age, APR from institutions is easy to find and secure.  It is nowhere near the challenge that we saw in the 80's, where even book values could sometimes require having a good relationship with an executive at your small, local bank...
