Medicaid is there for a reason. Since the subject was unemployed and uninsured she should have applied for Medicaid.


Since COBRA insurance is so expensive, perhaps instead of COBRA coverage, those who are downsized can go on Medicaid administered along with unemployment insurance for the stopgap coverage until employment continues. Yes, it will cost extra to employers for the UI.
