For those franchised dealers who are realatively close to a CarMax location, they usually do a very brisk business from their vehicles with recalls. If a franchised store sells one of their own brand with a safety recall they risk litigation and the manufacturer yanking the franchise agreement.

A good number of those recalled vehicles have no fixes. Take for instance the Takata airbag recall. In some cases, there is no fix. My $DAYJOB has two Toyota Scions where the Takata airbags were recalled. We inquired with the Toyota dealer when this would be resolved and their rather frank answer was a chuckle and "fixed?" They are counting on the cars just going to scrap before any fix was performed.
