The OP's question was whether one would need better credit to get a card that allows immediate use versus one that has to be received in the mail before it can be used, and the answer is no. The requirements are about the same. Among "immediate use" cards, there are a large variety in the market across a range of qualification requirements, similar to cards without immediate use potential.

I recently apped for an Ebates card, was instantly approved for 1k (which is apparently a standard for Ebates), and the score at the time was 754.

 

That's my only experience with immediate use cards. 754 TU.

That was the initial limit I got too for immediate use on the website and then when checking my CRs, the actual limit on the card turned out to be 5k.
