Best Card That Does Not Require SSN (of/to add an AU)

Hi guys, do you know of any credit card issued in the US that will allow me to add an AU living overseas (Philippines) without requiring SSN (AU does not have SSN).

 

My mom is retired and I would like her to have a credit card that she can access and use in case of an emergency. I would like to add a limit to the extension too.

 

Your help and knowledge will be greatly appreciated.

Where in the Philippines?

 

I would just get her to open a bank account at MetroBank, BPI, or PNB.

 

You could limit exposure by limiting the deposit amount.

 

If needed, you could rapidly wire funds in the amount required.

 

This would give her access to cash if need be, such as prior to a typhoon bearing down on her city/province of residence. An overseas credit card after a disaster is going to be useless, provinces lose power for days or weeks after major storms and a cash stockpile or access to cash through a bank is necessary.

 

This would also eliminate foreign transaction fees, and possible fraud declines from the US based card getting weird charges overseas.

I would also suggest starting a simple website dedicated to Philippines goods, or Balikbayan forwarding, something. The you have created a mini tax-deductible business expense since you cannot claim non-citizen dependents outside of Canada, Mexico and India.

 

Do Not Open A Bank Account in Your Name in the PH. Otherwise you are subject to the FATCA regulations which are a total pain in the flowers and have HUGE non-negotiable fines for non-compliance.

She lives in Paranaque.

 

I have been doing wire transfers already. However, she's having health issues lately and needs some medications. I don't work during summers and cash flow would be low for me so I was wondering what my options are in the event I cannot send money and what she can have access to especially in getting her medications and doctor's appointments (and yes, you can pay your doctor using credit cards in the Philippines).

 

That's a good idea about the website! Does it really have to be operational business?

Paranaque is obviously in Metro Manila so its a little different than the province. But even Metro Manila can lose power and services for extended periods of time in parts after a typhoon. I've firsthand seen Marikina and San Mateo and Quezon City get rocked by flooding.

 

Have you looked at getting her signed up for a PH health insurance plan? I know there are lots of them but I have no experience. When I lived in Quezon City, I paid cash for my wife and sons maternity/delivery/labor/well baby checkups.

 

Chase did not ask me for SSN for my wife to be added as an AU.

 

If the card is going to be used strictly overseas, I'd try to look for one with no foreign transaction fees. I would make sure to call the card company monthly at the minimum and let them know that the card is going to be used overseas so she doesn't get denied for the transaction at an inopportune time. Your PenFed promise has no AF, no FTF and no cash advance fee, but I don't know of they'll issue you an AU card with no SSN. In fact, I would still get her a bank account/ATM card to use primarily, and the CC as a backup like you speak of.

 

Bakit hindi mo bring Nanay to America?

Thanks for the info.

 

So far, Barclay is the only one I have found to not request for SSN when adding AU and they issue an extension card with a different card number (which is the CC I don't have! darn! lol, and with my score and recent app spree, I am almost 100% sure of being declined), PenFed is the only one among my cards that has no FT fees but they require SSN. AmEx requires SSN and so my other credit union cards.

 

I just received my permanent residency so yung pagkuha sana sa kanya would be the next step.

 

At least for now, she has her bank account to which I could wire money to. I have a few more months before summer (when I am off from work and without paycheck) when it may come in handy for her.

I just got a Chase Freedom AU with no SSN

 

They wouldn't issue me a card since I was an authorized user on someone's (who COd) Chase Card back in 2007. So I have this hate relationship with Chase.

 

Anyway, I was able to add my mom to my BOA and Barclay. :) Low credit limit would be good also for my personal security :P
