Citibank Goodwill Request Response for Home Depot Account IIB

My DW emailed the Citibank CEO asking for a goodwill deletion. They called her to get account info, then responded by letter a few days later that stated in part: Do you think hey misunderstood our request? We are asking for deletion from the Credit Bureaus, not from their own internal records. -
I got an alert this morning that there was a change to an existing account. When I went to see what it was, apparently Target had taken it upon themselves to start reporting a $257 balance on an account that was IIB in 2007. It had previously been reporting as N/A or $0. How do I go about disputing it? I'm currently in the middle of B* on EQ and have 10 INQ left and I don't want to disturb the process.

So, I'm in the tail end of the 10-year wait post-BK7, filed in 2005. My FICO 04 scores were well in the 700s until a funny thing happened at the 7-year mark. As soon as all my IIB accounts dropped off a CR.. I lost 40-60 pts off that particular FICO. In other words I got bumped from the "PR+Major Derog" scorecard over to the "PR+0 Major Derog" scorecard. Based on tons of experimentation it seems there's a ceiling right around 700 (assuming all else is perfect) for this scorecard. It just happens that I have an old, miscoded derog on TU... way past the 48-month mark but still hanging around... and my TU FICO is **70** points higher than the rest as a result. So. I need creative ideas. How can I add a 5-6-7 year old baddie while still maintaining control of that account? Very big cookie to anyone who comes up with the answer! Thanks!

Had a Target store card opened back in 1999 which converted to the visa around 2004 or so. Credit limit was 12k. IIB for about $600 in 2012. Unfroze my Eq to try my luck tonight and instantly approved for 2k!!!!! Very shocked at the limit. EQ score 676 as of 1/28/13. You're approved! Congratulations your application has been approved. Argh! I wanted to be out of this house by now, but our particular situation is complicated and we are stuck for the moment. We filed bk7 on this house, stayed and paid. Had a very temporary bump, asked for a mod, was told we had to be late on our payments to qualify. Stopped making payments, but it took them TWO years of non payment to agree to modification. Plus, they started foreclosure proceedings. Finally got through trial mod, started making mod payments, even got a release for the foreclosure. We had a lawyer look at the mod papers, and he said that there is no way they can say we owe this because it was discharged in bk7 over 7 years ago. We can just go back to the original agreement of paying and staying. The mortgage had fallen off this year. Dh gets an alert. We check and we see that they started reporting the mortgage (as a positive) to our credit reports again?!?!?!?!? Is that even legal?
