If you app for a regular Amex and they deny you without pulling your credit, you're blacklisted. So it doesn't hurt to find out.

Really don't know if all Citi CLIs are TU pulls. They may do things differently with their retail cards.

Home Depot pulled EX to approve my initial line of $550. Figured it was low because of the BK I have reporting on EX. A few months later requested a CLI and they bumped it to $5500. HP TU for the CLI.
