I sometimes think about this. This board seems split into two camps: First one being "Showing ID violates cardholder agreements and does not fraud-proof a transaction," the other is "I write SEE ID in signature field, only an salamander wouldnt show ID, and I am surprised how infrequently I am asked for it."..

We maybe touched on the topic in Visa and MC policies, but apparently American Express says it's okay to ask for in some cases, I gathered from reading...

This poster's own informed decision on the matter favors the "Don't show ID" argument, but that is just me. I did much reading and I arrived at that conclusion.

So. What say you?

Discuss.

Let me know where I should repost it if it is.

If not, what are an issuing bank's responsibilities in this situation? A friend and I both paid for lunch with our TD cards and unknowingly took each other's cards home. The name on her card had worn off and thinking that it was mine I tried to add it to my paypal wallet. Paypal accepted the card with the provision that I verify a small transaction. This seemed odd as paypal has accepted additional cards immediately in the past. I, finally, took a closer look at the card and saw that it was my friend's. When she called TD bank, they told her that she would have to dispute the small transaction from paypal to get it removed from her account and offered no explanation about why the charge went through. She feels that TD lacks good security and should have immediately caught that I wasn't the card's owner. But I'm thinking that all TD received from paypal was the amount and their confirm code, my name wasn't transmitted from paypal to TD. But I'm not sure. Paypal picked up on that the card I was trying to add might involve fraud. But how would TD know they should look into it? It seems that TD leaving it up to the credit card holder to verify is secure enough. Or should paypal do more to flag the charge as suspicious so that TD or any bank, can investigate?

Is target debit card visa or mastercard?

I couldn't find out if the debit card was MC or Visa.

Should You Sign the Back of Your Credit Card?

Why doesn't wal-mart just stop taking signature based debit cards instead of suing Visa?

If am understanding Visa & MasterCard rules correctly. Merchants have a choice.

Here is the option as I understand them.

They can take only credit cards that are signature based

They can take only debit cards that are signature based

They can take only debit cards that have a pin (those cards can still have a Visa or MasterCard logo but transaction will be run through the debit card network)

They can take only take cash.

Proper signage at the door is required. Of course they can take all or combo of the above.

I said I understand ,then said have a nice day.

So I didn't take a NO for answer ,today Ive decided to call again,I had a got feelings that everything would be ok

I spoked to a nice lady listened what I had to say, asked me about my delinquencies, specially the judgment

Told her the judgement has been released and terminated Trans already removed it and EQ and EXP is in pending status right now.

I can send u a proof of the letter,She said no.

Then she asked me whats my income told her,was over 200k a year,if you want I can email you my current pay stubs right now.She said No.

Always managed to keep my house only person that was working at the time.

Then she put me on hold for 10 minutes I know God is on my side.came back she said based on my review I am going to approve you for $500 I know it is not much but at least I won't have an inquiry for nothing.

The only thing I can think of is shop somewhere else.

Recently happened to me at an IHOP. Long story short, to express my frustration, as I handed the card after she said "May i see your ID," I said "Oh, and look, there is a signature on the back."

Then, as I signed the receipt, I said: "Oh, and look: They MATCH!"

I was pissed. They had a big sign on the wall. They ask for one, happily almost.

I won't be eating there again.

But, in places like this.. what do you do?

This is a new one for me. I was in Miami not long ago, and on the way back to the airport, I wanted to top off the tank in my rental car. I have a regular issue that I can't pay at the pump with any of my PR based cards (both credit and debit), anywhere in the mainland US, so I always prepay inside.

When I go to pay, I hand my BPPR Visa Debit Card. The clerk runs it as a debit transaction, and I tell her to run it as a credit, since it doesn't work as a debit. She tells me that then I need to go to the pump. I explain that it only works as prepay because it's a Puerto Rico based card. She proceeds to tell me that they only take cards from Miami residents, and calls the person in line behind me. I left and went to the gas station across the street and filled up no questions asked.

So yeah, just sharing that experience.

Florida Statute 501.0117: Credit cards; transactions in which seller or lessor prohibited from imposing surcharge; penalty.

1. A seller or lessor in a sales or lease transaction may not impose a surcharge on the buyer or lessee for electing to use a credit card in lieu of payment by cash, check, or similar means, if the seller or lessor accepts payment by credit card. A surcharge is any additional amount imposed at the time of a sale or lease transaction by the seller or lessor that increases the charge to the buyer or lessee for the privilege of using a credit card to make payment. Charges imposed pursuant to approved state or federal tariffs are not considered to be a surcharge, and charges made under such tariffs are exempt from this section. The term "credit card" includes those cards for which unpaid balances are payable on demand. This section does not apply to the offering of a discount for the purpose of inducing payment by cash, check, or other means not involving the use of a credit card, if the discount is offered to all prospective customers.

2. A person who violates the provisions of subsection (1) is guilty of a misdemeanor of the second degree, punishable as provided in s. 775.082 or s. 775.083.

215.322: Acceptance of credit cards, charge cards, or debit cards by state agencies, units of local government, and the judicial branch.--

1. It is the intent of the Legislature to encourage state agencies, the judicial branch and units of local government to make their goods, services, and information more convenient to the public through the acceptance of payments by credit cards, charge cards, and debit cards to the maximum extent practicable when the benefits to the participating agency and the public substantiate the cost of accepting these types of payments.

2. A state agency as defined in s. 216.011, or the judicial branch, may accept credit cards, charge cards, or debit cards in payment for goods and services with the prior approval of the Chief Financial Officer. When the Internet or other related electronic methods are to be used as the collection medium, the State Technology Office shall review and recommend to the Chief Financial Officer whether to approve the request with regard to the process or procedure to be used.

3. The Chief Financial Officer shall adopt rules governing the establishment and acceptance of credit cards, charge cards, or debit cards by state agencies or the judicial branch, including, but not limited to, the following:

(a) Utilization of a standardized contract between the financial institution or other appropriate intermediaries and the agency or judicial branch which shall be developed by the Chief Financial Officer or approval by the Chief Financial Officer of a substitute agreement.

( Procedures which permit an agency or officer accepting payment by credit card, charge card, or debit card to impose a convenience fee upon the person making the payment. However, the total amount of such convenience fees shall not exceed the total cost to the state agency. A convenience fee is not refundable to the payor. Notwithstanding the foregoing, this section shall not be construed to permit surcharges on any other credit card purchase in violation of s. 501.0117.

All service fees payable pursuant to this section when practicable shall be invoiced and paid by state warrant or such other manner that is satisfactory to the Chief Financial Officer in accordance with the time periods specified in s. 215.422.

(d) Submission of information to the Chief Financial Officer concerning the acceptance of credit cards, charge cards, or debit cards by all state agencies or the judicial branch.

(e) A methodology for agencies to use when completing the cost-benefit analysis referred to in subsection (1). The methodology must consider all quantifiable cost reductions, other benefits to the agency, and potential impact on general revenue. The methodology must also consider nonquantifiable benefits such as the convenience to individuals and businesses that would benefit from the ability to pay for state goods and services through the use of credit cards, charge cards, and debit cards.

4. The Chief Financial Officer may establish contracts with one or more financial institutions, credit card companies, or other entities which may lawfully provide such services, in a manner consistent with chapter 287, for processing credit card, charge card, or debit card collections for deposit into the State Treasury or another qualified public depository. Any state agency, or the judicial branch, which accepts payment by credit card, charge card, or debit card shall use at least one of the contractors established by the Chief Financial Officer unless the state agency or judicial branch obtains authorization from the Chief Financial Officer to use another contractor which is more advantageous to such state agency or the judicial branch. Such contracts may authorize a unit of local government to use the services upon the same terms and conditions for deposit of credit card, charge card, or debit card transactions into its qualified public depositories.

5. A unit of local government, which term means a municipality, special district, or board of county commissioners or other governing body of a county, however styled, including that of a consolidated or metropolitan government, and means any clerk of the circuit court, sheriff, property appraiser, tax collector, or supervisor of elections, is authorized to accept payment by use of credit cards, charge cards, and bank debit cards for financial obligations that are owing to such unit of local government and to surcharge the person who uses a credit card, charge card, or bank debit card in payment of taxes, license fees, tuition, fines, civil penalties, court-ordered payments, or court costs, or other statutorily prescribed revenues an amount sufficient to pay the service fee charges by the financial institution, vending service company, or credit card company for such services. A unit of local government shall verify both the validity of any credit card, charge card, or bank debit card used pursuant to this subsection and the existence of appropriate credit with respect to the person using the card. The unit of local government does not incur any liability as a result of such verification or any subsequent action taken.

6. Any action required to be performed by a state officer or agency pursuant to this section shall be performed within 10 working days after receipt of the request for approval or be deemed approved if not acted upon within that time.

7. Nothing contained in this section shall be construed to prohibit a state agency or the judicial branch from continuing to accept charge cards or debit cards pursuant to a contract which was lawfully entered into prior to the effective date of this act unless specifically directed otherwise in the General Appropriations Act. However, such contract shall not be extended or renewed after the effective date of this act unless such renewal and extension conforms to the requirements of this section.

So I've been using my credit card at Idaho likker stores to buy lottery, so I can get my reward points.

I go into one of my regular stores yesterday, and there's a sign taped to the counter: If you're paying with credit or debit card please have your ID ready. Never heard of them requiring ID on a debit card before.

Needless to say, I did report them to VISA. If anyone has a MC and is willing to put in a complaint please PM me for store details. I guess I need to apply for an MC so I can report future scofflaws myself since they no longer accept complaints from non-cardholders.

Went to home depot yesterday to get a saw showed my military I.D. to get the 10% discount it came out to like 386 bucks or something I swiped my card signed the digital pin pad then counter guy asked for my card. He compared the signatures on card then said he needed to see my drivers license I said NO thats for driving and Im in home depot he was almost floored.

Without a miss i told them to get the store manager. After the manager came up with she stated that it was store policy to check I.D. I informed her about the VISA policy she was clueless about the visa policy I had it with me on my i-phone. I asked for her business card. I told the guy at the counter I wanted my card back he said "NO" at that time I told him he better make the CODE 10 call or or gimme my FUC*ing card back. He again replied not without seeing my I.D. at which time I guickly snatched the card from his grubby fingers.

As I had already swiped my card and signed I again asked if he was going to complete transaction and the the store manager jumped in back to the store policy thing. I took my card and left..Needless to say I will not be shopping there again.

After leaving and arriving home I emailed the store manager the entire document from VISA and then prompty pointed her to page 34.

She had not the care in the world about reading it.

I called VISA-911 number and made a formal complaint. They say 30 days to do an investigation I dout that I will hear anything back but we will see.

I'm guessing the data breaches at places like Target, Home Depot, and many others have scared some local managers. I've had 3 big name retailers (just select stores, not the entire chain) recently require photo ID. The first one, I tried arguing with the cashier (it had been awhile), until I realize just how dumb I was acting. The cashier is just doing what they're told (most of the time). I've since settled into just asking, "Is it your store policy to require photo ID for purchases?" They typically state, "just for credit." As per Visa/MC policy, they actually ARE allowed to ASK for photo ID, however, they are not allowed to require it to complete the transaction, so this is why I ask. The cashiers don't know this, so you need to decide there if you want to show ID, or leave, but unlike my first attempt, try to handle it in a mature and professional manner

So as I stated, now I just show the ID, pay for the goods, and leave. I then file the report with the big 3 vendors. Here are the updated links for those who are curious:

American Express

Notes - It is not against American Express TOS to require a photo ID for the transaction. However, it is against Amex TOS to treat the cardholder differently than a Visa/MC cardholder of that store also accepts Visa/MC. So unless the place takes Amex exclusively, they cannot require photo ID.

MasterCard

For this website there are two limitations. First, go to the main page and select your country, otherwise your report won't go through. It will only redirect you to the country selection window within the frame, and then glitch out. Do it from the main page first. Second, you must have a valid MC to use this report (they ask for the first 6 digits of the number). Credit or Debit (used as credit) will do.

Visa

They no longer have a field specific to requiring an ID. I select the last option, "The merchant displayed an improper Visa acceptance mark, did not display Visa signage or displayed Visa signage but refused to accept your Visa card."

And last but not least, the 3 stores that pulled this on me this week, in case some of our crusaders want to file reports

I suspect the latter two are run by the same local management company. There was another Walmart here with a similar issue over a year ago. They changed it pretty quick after I posted here, though I don't know if it was from my report, or from a special poster on this board

Save Mart in Northern California (also does business as Lucky, Food Maxx, and Maxx Value Foods) is now requiring ID for all credit card transactions. According to the store employee I spoke to this is a new policy and the stores had previously been properly trained (that they are not allowed to require ID, and should compare signatures) so they are a bit confused as to why they are now being told all transactions with a credit card require ID and if they do not check ID they can be written up. I contacted the corporate office in Modesto, CA and they confirmed this policy and didn't seem terribly concerned they were breaking the operating regulations.

It should be noted that surcharges are prohibited by state law in the states of:

CA, CO, CT, FL, KS, ME, MA, NY, OK and TX as well as outside the United States unless there is a local law or variance that requires merchants be permitted to engage in the practice.

This could mean added penalty to credit card customer up to 4%.

VISA's site says the store must display the surcharge at point-of-entry as well as check out, conspicuously. I'm not sure if this is a legal requirement as well, but for smaller merchants that do not display the signage at entry point, you can respond by bringing an assortment of ice cream and other perishables to counter during a busy time and say or wait until your food is prepared then say "oh well, I don't want it anymore, you didn't tell me about the fee until I got to the register, have a nice day" when confronted with surcharge at the counter, and by then, you have cost the store far more than the surcharge. If the store hid the surcharge until you get to the check-out, its perfectly legitimate to change your mind at the check-out.

Below is the email I wrote to the District Manager.

Good Evening,

I am writing you in regards to a willful violation of the VISA merchant agreement that occurred at two Radio Shack stores in your district.

The first occurred this evening at the Radio Shack on Hwy [redacted] where I attempted to purchase a few items totaling just under $25.

After I swiped my VISA card the cashier, whose name was [redacted], requested that I hand the card over.

After handing over my credit card, [redacted] then requested that I produce my driver's license which I politely refused.

When asked why I told him that an ID is not required to complete my transaction with my VISA card and as a rule I do not produce it for security/privacy reasons.

Without incident Courtney, requested the manager on duty, whose name was [redacted] , to give him permission to proceed with the transaction.

She also questioned why I would not show my driver's license and I again I stated that my signature (which was present on the card) was all that was required to complete the transaction with my Visa card and that it was in the merchant agreement that Radio Shack has with Visa. She then REFUSED my transaction unless I produced identification. I again explained to her that I, as a rule do not hand over my ID due to security and privacy reasons nor did I need to do so to complete the transaction. She flatly refused to accept my card and cancelled my transaction.

I left the store without making a purchase and drove to the Radio Shack located in XXXXX Mall.

I again was asked for my ID by the cashier there.

I am very disappointed with Radio Shack, the management that I encountered and what seems to be the store policy of refusing a transaction without a government ID. Even after being reminded of the card acceptance guidelines for Visa card transactions I was still refused the opportunity to complete my transaction wasting both my time and money traveling to both store sites.

According to the Card Acceptance Guidelines For Visa Merchants, under the Card Verification and Identification section (pg. 32-34) its says the following:

When should you ask a cardholder for an official government ID?

Although Visa rules do not preclude merchants from asking for cardholder ID except in the specific circumstances discussed in this guide, merchants cannot make an ID a condition of acceptance. Therefore, merchants cannot as part of their regular card acceptance procedures refuse to complete a purchase transaction because a cardholder refuses to provide ID.

I have included both the html link and the actual guideline in pdf form for your convenience.

I would also like to inform you that I have already filed an incident report with Visa USA.

My request is simply, I would like for you to direct the management and staff under your supervision that refusing to complete a purchase transaction solely on the basis of refusal to produce a government ID is against the Visa-Merchant policy.

I hope that you are the only member of Radio Shack's upper management I need to contact in order to get this issue resolved.

And I hope not to be refused completion of my transaction when using my Visa card again in the near future.

Thank you for your attention and I look forward to hearing response.

Incident report filed last night.

They took the report and gave an incident number and told me someone would look it over.

They then told me to direct any future problems to the bank the VISA is issued through.

I haven't heard anything from VISA or DM yet but its only been a day.

In a few days I will release an executive carpet bomb and see if I can shake something out of that tree.

My daughter is 17 years old and earns money through babysitting and as an allowance. Her earnings are deposited in a student checking account and she spends her money with a debit card from NFCU.

The NFCU card must be swiped as credit for POS transactions. While holiday shopping, she was reapeatedly asked for her ID but most places still allowed her to purchase even though she didn't have one. However, at Gamestop, they told her that without an ID she would not be allowed to purchase a game using her card (the game was rated E, so it wasn't a matter of game rating.)

When she informed the store associate that it was against the Visa TOS for them to require an ID, they laughed at her and still denied her right to purchase. My MIL was with her and offered to pay for the game. She presented her own Visa card and was not asked for her ID.

I've been kind of simmering over it ever since. My daughter was embarrased and felt harrassed. She's just about the least confrontational person I know... so it took a lot for her to stand up for herself... and then to have them laugh at her and act like she was stupid. Grrr. It really ticks me off.

I really think that Gamestop and their employees need to be educated about Visa polices on this matter. Should I contact Gamestop's corporate office or should I contact Visa? And is there an address I should write to in order to bring this to their attention?

Thanks!

I've always been neutral on the photo id "debate" here. (It's not much of a debate when it's in plain language in the merchant agreement). However, on the rare occasion that I've had a cashier ask for ID, I complied. That recently changed.

Upon moving to Washington, the Wal-Mart in Auburn is religious about photo ID. They've refused me service for the following reasons;

My legal name is "Jason." My American Express says "Jay." They won't accept my American Express. But if you think that's bad, the reason they won't take my Visa/MC is even funnier. My drivers license has my full name, let's say it's Jason Doe Smith. Well, my credit cards are displayed as "Jason D Smith." Yea, they couldn't figure out the initial. Because the cards don't display my full name as it appears on my drivers license, they won't accept them.

Sometimes they take the card, sometimes they don't. I don't argue as the cashier is doing as they're told. I simply allow them to put the merchandise back on the shelf.

I've filed the online reports on Amex and MC websites. I've called the Visa number, which is a joke. Since my Visa is through Chase, the Visa reps aren't familiar with this policy, so they just forward the complaint to Chase who informs me that it's a Visa issue and they cannot do anything. The last Visa rep was really bad. I hit the "1" option to take the survey. As a result, she would not hang up. I left the phone on BT in the car, so I could hear her in the background for 10-15 seconds, then she put me on hold. After a few minutes of hold music, she transferred me to Chase (where I could no longer take the survey on her).

So, has anyone had these issues with a store and gotten the store policy overturned?

CREDIT CARD SIGNATURE IS ALL THE ID NEEDED

When you pay for merchandise with a Visa card, MasterCard, or American Express any store that accepts these cards should accept yours too, no questions asked. It's part of the deal that merchants agree to when they become participating members.

They must check your signature and the card - electronically or by telephone - to be sure it's valid. Once the answer comes up yes, they can go ahead and charge. They can't ask you for any further identification - not a license plate number, Social Security number, proof of address, phone number or picture ID.

Your personal ID isn't needed because Visa, MasterCard, and American Express all guarantee payment on cards that have been properly checked. If the issuer mistakenly authorizes a sale on a bad card, it should make good. MasterCard says that merchants receive instant settlement. The contract MasterCard merchants sign specifically prevents them from asking for personal ID.

Unfortunately, not all merchants play by the rules. Some, apparently, haven't read them.

WHAT YOU CAN DO

MasterCard wants to hear about merchants who break their rules. Send the name and address and an account of what happened to MasterCard WorldWide 2000 Purchase St. Purchase, NY 10577 or call 1-800-300-3069. The merchant's bank will get a stiff letter, ordering it to investigate and bring the offending store into line - or pay a $2,000 fine. You may also report violations online:

http://www.mastercard.com/us/personal/en/c...violations.html

Visa enforces the same rules as MasterCard. "When we hear about a violation, we ask the bank that signed the merchant to get together with the merchant and see that the practice is stopped," Visa representative states. To report a merchant, send a letter to the bank that that issued your Visa card or call 1-800-VISA-911.

American Express also prohibits merchants from asking for IDs. "All a merchant is supposed to do is take an imprint, make sure the signature matches and swipe the card through the terminal, to get authorization."

I was at a place last night that I had been at before, and never had anything like this happen (though I've only been there like 3 times). I was done eating and drinking a few brewskies, and got the check. First I put down my Amex Plat, and she politely infromed me that they didn't accept Amex and I'd have to pay some other way. Then I got out my Chase Sapphire, and she asked to see ID. I wasn't in a particularly confrontational mood, so I played the game. Then she proceeded to WRITE MY ID NUMBER on my receipt (all the while muttering something about some "stupid new rule" which seems to indicate she was no happier than me to be doing this).

I don't *think* anything can be done with my license number, but I wonder why they insist on retaining this info? (and yes, the ID request came when I paid, not when I first ordered alcohol, so the "are you 21?" excuse is certainly not valid).

Every time you give somebody your driver’s license, you are giving them, at a minimum:

    * Your full legal name

    * Your address

    * Your full birthday

    * A number used to identify you to government agencies

Some state-issued IDs have even more information on them. But even if yours just has the information above, an identity thief can use your ID as a starting point for opening credit accounts in your name, forging other identifying information, and just plain taking over your life. They may even forge an ID in your name and convince your spouse to sleep with them. (Your spouse does ask for ID before going to bed each night, right? Right?)

Now you might be thinking that the cashiers behind the counter at Hot ‘n’ Trendy couldn’t possibly be identity thieves. And even if they were, they’d only see your ID for a few seconds—not nearly enough time to copy down or memorize your information. If you’re thinking that, consider the following:

    * Retail cashiers often make close to minimum wage. Identity thieves make a whole lot more until they’re caught, which isn’t all that often.

    * As often as “See IDâ€ers show their ID, it would be virtually impossible to pinpoint the source of any identity theft.

    * Cameras that can capture all the information off your ID can be the size of a cell phone or smaller.

Assuming you’re not peeing your pants in consumery terror, you might be wondering if I’m just posing a hypothetical scenario. Indeed, the bullet points above are based on a real experience from a few months ago.

Horrifying Story Time:

My wife and I were in a clothing store with some of her friends, and as women must spend at least one hour in any given store, I was bored to the point of near-insanity. I started to wander the store aimlessly and eventually heard those fateful words from behind the checkout counter: “May I please see your ID.†Only this time, the cashier—the only one behind the counter—sounded ecstatic, whereas no cashier in the history of the world had ever sounded ecstatic about anything up to that point. I was standing to the side of the counter, so I could see the cashier’s actions behind it. As the customer handed over her ID, I noticed the cashier tapped it on the counter a few times while swiping the credit card with her other hand. A perfectly innocent action, so I thought nothing of it.

A few minutes later, the next customer also paid with a credit card, though I could see from my viewpoint that it was clearly signed on the back with some signature scribble. Yet the cashier asked for ID. I figured the store had simply instructed her to ID every card user—a clear violation of their merchant’s agreement with credit card issuers—but I decided to let it go as I was having too much fun ogling this fine-looking cashier.

But when another customer came up a short time later and paid with a credit card, the cashier did not ask for ID. I looked over and saw that there was a second person behind the counter then; a closer look at his name badge revealed he was the store manager. After the manager left the checkout area, Hot Cashier Girl (that’s what I named her, because she is a hot girl cashier) went right back to asking for IDs from credit card users. Each time, she would tap the ID on the counter while waiting for the credit card to process.

About 20 minutes had gone by, and with no sign of shopping completion from my wife and her gang, I wandered the store briefly and returned to my original spot on the side of the checkout counter. Another credit card user was prompted for ID from the cashier, but this time something strange happened: when the cashier went to present the customer a pen and receipt for signing, the cashier dropped them on the counter beside her and scrambled to pick them up, scattering several items on her side of the counter in the process. After the customer signed and left, I noticed the cashier very meticulously return a blue lunch knapsack to its original position—lying flat but with the bottom pointing toward her.

I finally confirmed her plot when the next customer paid by credit card. Hot Cashier Girl wasn’t just tapping their IDs to pass the time while cards were processed; she was purposely showing the face of the IDs to the bottom of her lunch bag. I moved around to the other side of the counter and confirmed my suspicions: there was a small black hole at the bottom of her bag—just wide enough for a small camera to film through. Hot Cashier Girl had been videotaping every single customer’s ID.

I spotted Mr. Manager on the other side of the store and asked him why Hot Cashier Girl might be asking for IDs. He said it definitely wasn’t store policy. Then I asked why she might be tapping each ID in front of her holey-bottomed knapsack. He replied, “Are you serious?†and started walking toward the checkout counter. I rounded up my wife and gang who were finished in that store anyway (they found nothing they wanted) and we left. About 30 minutes later, we passed by again and I noticed four uniformed county police officers in the store. I like to think there were four more in the back asking Hot Cashier Girl for her ID.

So, I stopped by a 24 hour Wal-Mart and cashier freaking demanded an ID. I told her I don't give personal info to strangers.

Customer service manager showed up and I presented him with the official VISA policy. He states

"We don't have any agreement with VISA and our store policies take precedence over VISA and regardless of what VISA says, it's my store and I can require ID". He's obviously not aware of the policy and after spending five minutes reading through the print out, he threatened to have me trespassed by saying "I can ask you to leave the store without paying too, maybe you shouldn't be shopping at Wal-Mart".

I had him call an assistant manager who was working the night and he too said "it's store policy"and that they don't have to follow VISA rules.

I asked him to write out that his store does not have to follow VISA policies and sign it, but he refused. I think they make up rules and bully customers with BS they invent on the spot. Clearly he did not know the policy enough to be able to put it in writing.

We went back and forth for 20 minutes and I was forced to pay cash.

I recently recieved some unexpected money. I decided to pay off my credit cards. I thought since my ex wife has/is ruined/ruining my credit I could raise my score by showing a small balance again. I was applying the same stuff I learned on this board back in 04 when we filed BK. I figured I would pay off the cards and then charge the groceries for the rest of the month. A couple of days after I paid them off I tried to use one of them... DECLINED. WTF, I thought, so I checked the online status. They both showed the payment, but said that I had 0 balance available. I called they said they put a 7-10 day hold on the payment because it was so large. After waiting 7-10 days I called them back to find out why they had not released the hold. They used my last $33.00 that was available to cover my $39.00 annual fee. In anger, I said just cancel the card, and they did close it. Then, I called the other card to see what I could get out of them. They said that due to my recent credit report, they closed my account.

Now, I have very little money and no credit card.

I just found out today that merchants aren't supposed to ask for ID. For the past 4 years (since I turned 18) at every Indian Reservation I go to, they have signs up that government issued ID is required for all credit card purchases.

I was never ID'd paying cash, so they weren't ID'ing to make sure I was of age to buy tobacco. I've been denied sales if I didn't have my ID with me.

Is there any exception to the no ID required rule on reservations?

I'm going tonight and I'm wondering if it's worth it to make a stink. They don't really seem to care about rules. Smoking inside a place of business is illegal in NYS but you see almost everybody smoking cigarettes inside their smoke shops.

OK. The local Blimpie's had some things that struck me as in violation. (State is NJ.) I got two pictures clean, ad i backed off the third when i was going to snap the sign that said "Valid ID required credit or debit"...

This store has:

1. $10 minimum purchase. (?)

2. ID asked for ON DEBIT!

3. And, they dont take American Express. (They seem to not like the company if the sign is any indicator. They put it in bold like this so.. I wonder.)

So, as I said I got two pictures as to the topic as i didnt want to get testy with the cashier, who was somewhat nice. I have had stores ask me why i was taking pictures before. Not too bad, but.. its because I want to, so.. anyways, here are those two pictures below.

I paid cash anyways, I got 4 lotto tickets. We'll see if that netted me profit.

Here are the pics. What is your take on this, and how would i report if I wanted to? And, would you? (And small hand-written sign by register asks for ID on debit. I am 2 for 3 on pics. I backed off on the third. Besides, we all know generally what signs like that look like.)

1. $10 minimum.

2. Oh, good.. there are TW signs by the register asking same. So I did get photo evidence.

I stopped at a local mini-mart/gas station last night. Bought a soda, some chips, etc. The total was $8.59. The cashier says "we have a minimum $10 on all cc sales". I just look at her in disbelief. Then, get this, she goes on to say, complete with an attitude, "so you'll have to buy more things to get to the $10 level".

My response... "you aren't going to tell me what I have to buy or how much of my earned money I can spend and you are not allow to have minimums on credit card sales".

A debit card can be run through as a signture transaction (Credit side) if it has a Visa or Mastercard symobol on the card. It can also be run through as a pin transaction (Debit side). Both methods come out of your checking account.

As posted in other topics, a store close to me has been recording my date of birth on my receipt when purchasing alcohol. So, with a brand new credit card I have, I signed on the back F*** Y** (use your imagination). Today, cash n hand, along with my new credit card, I went into that store. Against Mastercard regulations, the clerk asked for my ID, entered my date of birth into their system, and held onto my two cards until I signed the receipt. I signed the receipt with the same signature on the back of my credit card F*** Y**, she then motioned to the manager.

While waiting, I asked what the purpose of checking the signature on the credit card on the receipt, and he replied "to see if it matches the card signature". I then asked him if the signatures where different and he replied "nope", so I'm like, "well then, give me back my card and I'll be off to drink a frosty one tonight", he declined.

All of a sudden there were 10 or so employees around me, and the manager asked why I signed that way. I told him because that's how I feel about your store because your record my date of birth against the law. The manager then said I can never return to the store again.

Obviously I find this to be funny, but I wanted and did make a point, a point that none of the store employees were all too happy about. I know in Califonria it is legal for stores to ask for ID when using a credit card, but I also know it is against MasterCard terms to demand ID. Is it all of a sudden illegal for me to decide to change my signature to something that others find inappropriate in the state of California, even though it matches the signature on my credit card?

From VISA FAQ page on Buxx card, a card meant for teens with parental control of usage.

http://usa.visa.com/personal/cards/prepaid/buxx_faq.html#anchor_24

"Is identification required to use the card?

As a security measure to protect the teen, a merchant might ask to see a teen’s ID, which could be a school ID or a driver’s license. If the teen doesn’t carry ID, the merchant can match the signature on the back of the card to the teen’s signature on the receipt. "

The language of this answer is suggestive that asking for ID is ok, sends a false message that its acceptable for merchant to require ID and signature checking is secondary.

What salamander thought its okay to write the plain English version of answer in a misleading language?

It should read that "Some merchants may ask for an ID, but it is up to your teen to present it. Merchants can't require ID from your teen for using their VISA unless it is also required for every customer no matter the payment method"

They've got a multi-page link talking about company philosophies how they'll never operate just by policies yet one thing they don't talk about on the page but they do in the store is that the store makes up rules that completely ignores VISA MC & AMEX policies.

The BS sign I spotted inside their Beaverton store reads:

"Due to increased risk of identity theft, all credit card must be accompanied by a current picture I.D. all 3rd party use of credit cards must have the holder present at time of payment. We reserve the right to refuse service to anyone"

Yeah, apparently if they're female, yes that's a valid reason to them. If they choose to exercise their contractual right to not having service denied for not showing ID, that too.

Can you articulate* exactly WHY the asking of ID offends you?

Is it simply because it is "against the rules" and you feel the need to be the unofficial enforcer of said rules? Is it because you fear the Rain Man will memorize your information and come get you in the middle of the night?

Yes, my questions are sarcastic, but know that I get offended also. For me, it's simply that I feel I have been accused of being a bad person just by the question. It's as if they're saying, "We think you're a thief, prove your innocence.". There's always that underlying presumptive body language and tone of guilt (yours) when they ask, also... then they get all cheery after you've successfully jumped through the hoops. I'm sorry (not really), but that offends me.

Some say, "I don't mind, they're matching me with my card and protecting me.". I don't buy that because I have zero-liability**. If zero liability were to cease, I would probably suck it up and be more accepting of ID checks, even if they remained against the rules, because at that point they would be protecting me (to some degree).

Oh, and the whole "I can get a fake ID in 30 seconds" bit is just laughable. Don't even go there.

Thanks for playing. :-)

* - Articulate does not include cut-and-paste responses. This thread is not about what to do, but rather how you think and/or feel.

** - Granted, 'zero liability' is not foolproof and does not work all the time, but it does a vast majority of the time.

After swiping my card and selecting credit, the pinpad said "HAVE CC & ID AVAILABLE FOR SALES ASSOCIATE." The employee asked to see my card but did not ask for ID. I signed the screen and he gave me my card and receipt back. This was a company run 7-Eleven that uses their standard corporate register system. This is the first time I've ever seen a pinpad make any mention of ID. It is not unusual for a pinpad to say to hand card to employee or similar.

Hotels

What has been your experience with hotels in regard to credit cards and ID requirements?

What I have noticed is that 80% do not ask for ID. Perhaps this is because we book online with a loyalty card, but we also have not been hassled at the "mom & pops". It seems to me that since so many do not require it, they are probably doing just fine as is.

We have been to Best Western, LaQuinta, Comfort Inn and Quality Inn and 80% of the time we are not hassled. When I write to Visa to file a complaint, they send me the same letter they send as if it were any other type of business, saying they will take action.

If there were a chain we could count on to treat us with respect (no demand for ID) then they would have our loyalty.
