do they run a credit check? My scores are still relativly low and I was wondering if they approve/deny based on credit there is a blur in the agreement that suggests that

You agree that we may, from time to time, obtain credit information about you from credit reporting agencies. We will use this information to update our information on you and to better service you as a Customer.

I haven't noticed any pulls, but I heard emigrant(sp?) direct (their competitor) pulls a hard.

In my case, they also attempted to pull $68,000 out of my checking account and gave it to someone else.

they didn't pull anything for me, and ING doesn't have the BEST rate. It's better then most tho. Emigrant direct has a better rate.....over 3.25 last time i checked. HSBC offers %2.75 for a savings account with free wire transfers & other benefits.
