I didn't read it either. I skimmed a page or two and I saw I think he wants to limit the fees charged and give half of it to a conservation fund. He does say that the lack of competition has kept the fees high and that is passed on to us. He says other countries have significantly lower fees because they have competition.
You know how I feel about the fees, but from what I can gather he wants to go too far as far as I am concerned, because it seems he was them regulated. I don't want that, I want real competition that right now is not allowed. Also taking half of the fees for something unrelated goes against common sense to me. If conservation is important let us put pay for it like we do everything else- borrow it!
Honestly I don't know who the guy is and it might not have any bearing on the proposed legislation, but he has some facts and and points that will be discussed when they look at the legislation. I will let George post his own rant bellow this time. I think he enjoys it and I shouldn't have taken the fun away last time.
