just curious. I know there are criminal and civil fines levied by the office of civil rights dept of health & human services but just curious if the victim gets any of the fine.

No, the victim gets none of the fine, HOWEVER, there are NOW "private cause of actions" available for victims via their State AG office for damages and additional fines and penalties.
