They sent me a letter saying that they can help to get me qualified for a loan modification . They never mentioned how much they charged for their services. Is this a legitimate company? I tried to get a modification but I am getting nothing but the run around from Wells Fargo.

They are going to charge you big bucks to make a phone call. Seriously. You'll get the same mod if you call Wells Fargo yourself.
WF is a PITA to deal with, you have to stay on them or they'll blow you off. If you have a local WF mortgage office, you might consider becoming a regular visitor there until they get on the ball.
