So way back in 1992 I enrolled in College, got about 46 credit into it and dropped out with a 2.6 GPA. So here we are 17 years later and I re-enroll at a Community College hoping to use a Federal Stafford loan to fund my education. Lo and behold apparently I am WAY past the 150% mark for completetion. So the question is am I on my own forever? Is there no way to ever get Federal Aid again since i started so long ago? Even if I move on to get a Bachelors Degree?

If you really want to attend this college, you should try to petition an appeal. Those 42 hours probably won't do you any good because a lot of schools put "expiration dates" on classes completed a long time ago. Otherwise, see if you could attend another school. At my 4-year university, we were eligible for federal aid on 180 attempted hours for the first undergrad degree.
In the meantime, make sure you fill out the FAFSA and have it sent to all of the schools you're considering. That way, you won't waste any time while you get this sorted out. Good luck.
