My wife has a couple medical accounts that are reporting for like $650. I want to send payment but Iowa does not allow restrictive endorsements on checks/MO. How can I make sure that the OC cashes it and not the CA?

The restrictive endorsement on the MONEY ORDER is legal in ALL States under the Federal Banking Act, it has NOTHING to do with the so-called "restrictive endorsements" that require a reduction in the amount of $$ being paid.
A "for deposit only" endorsement is the most common type of banking endorsement and is used all over the Country, ( and probably the World) to insure that only the party the check is paid to is the one who deposits it.
Before paying anyone anything, you need to make sure that the accounts being reported are legitimate.
How old are these accounts, ( what was the date(s) of service)??
