I was helping my brother with some medical collections. They are from around the year 2000-2001.

Since Hipaa was not in effect at that time, should the Hipaa program still work the same?

I dont envision that it makes anything any different.

Are they on his reports?? They should be off as they are over 7 years old.

Yes the HIPAA letter program works for accounts that were "pre" HIPAA, in fact I designed the program BEFORE HIPAA went into effect and you can see that "pre" HIPAA accounts are mentioned in the letters.
