Is this a merchant violation?

It is ok for a Merchant to refuse credit card purchase for prepaid gift cards? The type of gifts are Visa gift, prepaid gift card, store gift card and phone cards.

I always assumed that if they take a credit cards, they must take if for all their purchases.

You can't buy a postal money order with a credit card, so no, not literally everything can be bought with one. Personally, I have never been refused when buying a gift card with a credit card, but I suppose they could see it as somehow "buying money", though I think that's a stretch..

I emailed ask Visa. Here my email, with visa response.

Thank you for contacting us. Visa sets high standards for all its products and services, and we are concerned when cardholders inform us of difficulties in using their Visa cards. We regret any inconvenience you may have experienced and hope this information proves helpful. Please be assured that merchants, displaying the Visa logo, are not permitted to choose whether or not to accept a Visa card for payment of goods and services if the customer is acting in good faith. Visa U.S.A. is a membership corporation made up of over 14,000 financial institutions. These institutions issue their own Visa cards and sign up merchants to accept Visa cards. They also set the terms and conditions for their merchant relationships and handle any customer service matters relating to them. Please notify the disputes area at the financial institution that issued your card account of any merchant practices that you feel are inappropriate. Your card issuing bank has access to the appropriate Visa rules and regulations as well as to the Notification of Customer Complaint forms which should be used by your bank to document and file merchant complaints. It is not necessary for your bank to be the offending merchant's financial institution in order to file a complaint for you. As an alternative, to report merchant practices that you feel are inappropriate, you may wish to contact the Visa Customer Care Services at 1-800-VISA-911 (1-800-847-2911). Please advise them that you were referred to file a complaint. The staff will be able to initiate a complaint form over the phone. We hope this information proves helpful.

What acting in Good faith? dntknw.gif

I am not so sure if I want to report this business. I do a lot business there and I do not want to get banned from the store. They would do this. I have seen it done. Not to me of course. I still shop there and my car needs it gas. The store is not flying J for the record.

If this is actually the case. Flying J maybe violating the merchant rule. The only exeception is if they make the diesel pumps at serperate business. Can not say for sure do want them to accuse me of lying, I going by what visa wrote me.

Visa is no longer accepted at the diesel pumps, Flying J is still accepting the card in its c-stores and at its gasoline pumps.

Your 1st reply to me, I did not see because I was composing it at the same time. I was adding information I got from Visa.

Visa never enforces its own rules or Flying J would not be taking Visa at all. For some clarification. Some Flying J's do take Visa at the diesel pump and other Flying J's do not.

I do see your point about a money orders. Technically Credit Card companies do allow purchase of money orders, lottery tickets(Subject to state law). These are actually considered cash advances. The main reason most businesses do not take them is they can not run Money orders or other things as Cash Advance there system is not set up that way.

It still does not answer what did visa mean by this:
"Visa card for payment of goods and services if the customer is acting in good faith."

It is a VIOLATION of credit card policy for them to not accept credit cards for pre-paid gift cards.
