Is it best to call the OC and negotiate a discounted payment based on what a insurer or medicare would pay ?? Or should I send in a PIF for a amount based on what a insurer would pay in HIPAA letter to the OC ??

If the account is reporting send the medical dispute letter

If the account is NOT reporting, or is FULLY verified after you send the medical dispute letter, then you can pay the OC with the HIPAA letter insert "a" and use the link in that insert to obtain the correct reduced/discount fee for your services.
