Are hospitals covered by the Fair Credit Billing Act?

A hospital charged me an erroneous amount which I disputed. They didn't respond but yet sent me to collection which is a violation of the FCBA. I haven't found any FTC letter that actually states whether or not hospitals must comply with the FCBA.

I tried WhyChat's process of the medical dispute letter and HIPAA complaint, but unfortunately the account is still reported and filing a lawsuit may be the only action to get the account removed.
