i just sent out the very first thing that it says on the process from whychat. and that is to send to the CRAs and have them send you the info on the accounts.
after doing so i got a dunning letter for another CA med account. they are not on the CR. so do i send them a DV?

or maybe since the account i think says the account number and who it was for do i just go that route?

All I am understanding is that you received a letter from the CA after you sent the medical dispute letter to the CRA's and want to know if you should DV the CA correct? If you plan on following the HIPAA process, then NO do not have any contact with the CA's.

Can you clarify the second part of your question(its hard to understand)? How old is the medical account btw?

i recieved a letter from a CA about an account that is not listed on the CR. i already sent the pre hippa to the CRA's. do i send another to the CRA for this account or can i DV and get the info and then continue with that route?

If the account is not on your credit report, there would be no reason to send the medical dispute letter. What exactly would you be disputing if it's not on your report?

As far as the account that is reporting, you sent the medical dispute letter correct? You need to wait for the results of that dispute, any additional dispute/info sent to the CRA's at this point would add an additional 15 days to the investigation period.

As far as the CA letter goes, do you have any recollection or prior statements from the OC about this account that is not on your report yet. How old is the alleged medical collection account?
