Well, you're right on one count. The Fixer contacted both Visa and MasterCard, and they confirmed that indeed, merchants are NOT allowed to set minimum-purchase requirements. (The Fixer is now officially starting the Movement Against Illegal Minimums -- MAIM -- so we can all rise up against this annoying practice.)
