How long after receiving your card should an attempt for a CLI be made?

How long should one wait before pushing the love button again?

He's about to graduate in a month and it's never too early to establish good credit. He has a checking account and debit card with Chase. He had a part time job but is currently looking for work. He is also taking a course at school that teaches about credit. Thanks for all the advice thus far!

Paypal only charges me $1 for ATM withdrawals. Yeah, I checked my account and that's what they charge me as well.

Yeah- I've done the ACH thing and I would have done it this time but someone took forever to pay me so I need to get it into my bank fast. I don't want to have to buy 4 packs of gum, each on a seperate transaction. I'd rather just give WF my $3. I thought PP charged $1?
