Bill me Later hard or soft inq?

I closed my PayPal account several months ago and decided to reopen. It's asking me if I want Bill me Later...only asking for last 4 so I am curious if this is a soft pull or a hard pull...anyone know?

IIRC, it is a hard INQ but the TL doesn't report.

I also recall being annoyed when it was a hard pull. But it must have been EQ or TU because I have no record of it.

Yeap, just as they all said ...definitely a HARD inq and what REALLY got me mad was when I was turned down in 2010 after thay kept bombarding me with their stupid offer. Thankfully they need me now a lot more than I need them, LOL.
