Second HIPAA dispute, problems

Whychat, this is my second HIPAA dispute process. My first process succeeded in removing the disputed items from my report. I have two collections that I am trying to remove. I have opted out, removed old addresses, sent initial dispute to CRAs. TU delete one of the two, EQ and EX verified both. I then sent the HIPAA dispute letters to the reporting CA certified mail. I did not get a response, but printed the delivery confirmation. I sent the follow up letter to the CRAs with the CA dispute letter, and proof of delivery.

EQ sent a letter saying they have reinvestigated, but they "verified that this item belongs to you". I backdoored TU and EX and they are still reporting as well.

The accounts are very old, and are scheduled to drop off middle of next year, but I need to get them off ASAP. Is the next step the FTC complaint process?
