CA Never sent letter, keeps calling, what to do?

My mortgage that I defaulted on 4 years ago was acquired by a 3rd party collection agency last month. I don't know if they bought the bad debt or if they are just hired as a CA by the OC. They keep calling me daily. I told them to stop calling me but they keep pesting me. I repeatedly asked them to send me the info in writing but they never have. I confirmed with them that they have my mailing address correct. They never sent anything so I can't send a cease letter back. When the rep calls I tell him "I told you I want all this in writing" and he always replies "you never said that you said you wanted to settle".

So what do I do when they don't send anything in writing? They are based out of TX. They are now using a caller ID spoof card to falsify their phone # so it looks like a local call when it comes in. Rediculous.
