I need new business and checking accounts in New Hampshire.

Who offers the best ones that don't deal with Chexsystems?

I have never found any banks there that do not use chexsystems. There are some that at times make exceptions depending on your record. If you are not reported to EWS, USAA would be one to consider for you.

As far as I know, I don't have a good Chexsystems report, but I was able to open a personal checking account just recently with US Bank, ING Checking, and Chase Bank, with no problems. Might want to try them. All of them had no minimum deposit either. So you could open theoretically with $1.00. ING even gave me an overdraft line of credit without even asking.

Chase and US Bank dont offer accounts in NH, there is one over the line in MASS that will open for you as a NH resident.
