I have a delinquent account from 2004. What is my best best to fix this on my credit. Should I pay this right off or is there another step to better the situation. They report every month on this account.

On your credit report it should tell you when the debt is scheduled to be reported until. Each state has a statute of limitations or a time frame that a debt must be collected in as well as a time frame that it can be reported on you. Depending on your state, the reporting time can be restarted anytime there is "activity" reported on the account, such as a payment being made or a promise to pay being made.
