If it is not a lease then no it doesn't need to be counted.

Installment loans that have 10 or fewer payments are not counted towards the debt ratio.

What loan type are you looking at? Some government loans (FHA nd VA) will not count the payments of less than 10 months, especially on the automated underwriting systems. However, if your loan application is not approved under the AUS, the underwriting may still count those debts if they are considered "significant".
