Information from NADA Title & Registration Textbook 2004

 

Rhode Island Sales or Use Tax Applicable to Registration

 

7% of total purchase price LESS TRADE-IN (passenger vehicles only). CREDIT IS ALLOWED for similar tax first paid to another state up to 7% (this applies to CURRENT RHODE ISLAND RESIDENTS purchasing a vehicle from another state). NEW RESIDENT IS EXEMPT from tax if vehicle was purchased in another state 90 days prior to moving into Rhode Island. NON-RESIDENT EXEMPT if purchasing vehicle to be registered in their own home state. Non-Residents from six 9^) states must pay the tax directly to the selling Rhode Island dealer if the vehicle is purchase in Rhode Island unless a lease company prefers a signed Rhode Island Resale Certificate. Rhode Island dealers must add and collect sales tax on a motor vehicle sale to a non-resident of the following states: AZ, CA, FL HI, MA, MI. Taxes paid to Division of Taxation.
