HIPAA Proccess on already paid medical bill?

So I have same thing on my credit report. It has been paid back in 2011 or beginning of 2012 and shows up as paid. I did opt-out and sent letter to collection agency the letter from here:http://www.whychat.5u.com/hipaadisp.html and they sent a letter back saying please clarify your reason for dispute since this dispute is not valid. Any way I can get this removed from my credit?
