My understanding is they can ask if they suspect fraud...

 

Of course, they can also ask on unsigned cards. I have been told there was some confusion regarding ID and unsigned cards and that is part of why the rules are worded how they are.

GEORGE, for someone who claims to carry a copy of the merchants rules, you obviously have a special or outdated version. There is no mention of GEORGE stealing a card in my copy. :rolleyes:

 

thelowpriceleader, you are correct. Merchants are permitted to request and/or require identification in certain circumstances. Excerpts from the 2009 MasterCard Rules and 2009 MasterCard Chargeback Guide:

 

* For unique transactions processed in a face-to-face environment (with the exception of truck stop transactions and card-read transactions where a non-signature CVM is used), request personal identification of the cardholder in the form of an unexpired, official government document. Compare the signature on the personal identification with the signature on the card.

 

* Unsigned Cards: Obtain an authorization from the issuer; Ask the cardholder to provide identification (but not record the cardholder identification information); Require the cardholder to sign the card (The card acceptor must not complete the transaction if the cardholder refuses to sign the card.)

 

* Suspicious Cards: If the card acceptor believes that there is a discrepancy in the signature, or if the last four digits of the account number on the front of the card do not match the four-digit truncated account number on the signature panel or displayed on the terminal, or if the photographic identification is uncertain, the card acceptor must contact its acquirer for instructions. If any unexpired MasterCard card does not have a MasterCard hologram or MasterCard HoloMag, the card acceptor must pick up the card and contact its acquirer’s Code Ten operator to advise it of the pick-up and to receive mailing instructions.

 

* Additional Cardholder Identification: ...A Merchant may require additional identification from the Cardholder if the information is required to complete the Transaction, such as for shipping purposes...

And it is also against postal regulations to ask for ID with signed credit cards.

You need to review the transaction types that MC describes as a "unique transaction." A standard merchandise purchase at a retailer does not qualify. Oddly, truck stop fuel desk transactions are considered a "unique transaction" however as you see in the terms, the truck stop fuel desks are not allowed to require the ID...

 

Truck stop fuel desk transactions are the closest thing under MC's list of "unique transactions" to a standard merchandise purchase.

thelowpriceleader, yes, I know what a unique transaction is. There are also other types of merchants in addition to truck stops where identification may be requested/required for unique transactions (e.g., cash, quasi cash, money transfer, gambling, etc.).

 

I am against showing identification; however, a well-informed consumer knows when a merchant is permitted to request and/or require identification.

 

Requesting identification is not against the merchant rules.

 

Requiring identification to complete a transaction is against the merchant rules unless specifically permitted.

 

Time to go report my local Fry's Electronics again. :P

I can only think of a few merchants that "request" but do not "require" ID. I've come across a few though. They seem to be businesses that eventually stop asking. Maybe they post my photo in the back room with a note that says don't ID thelowpriceleader, it will cause you trouble.

 

I will no longer just hand over my ID. I will press these businesses for a written policy and will not show them ID to use my card. Fortunately I don't come across too many problem businesses anymore, though there seems to be an ongoing new group of noncompliant folk.

Why am I having to get into it about this so much lately??? Geesh! We ate at one particular place that asked for ID and I refused. They said it's their district manager's rule and I said that their district manager does not override Visa/MC policies and either you accept my signed card or tell Mel, your DM, that he'll be treating us to dinner. :P They accepted my card. The next two times (over a two month period) I got hassled and I referred to Mel by name and said that he's still no more special than he was last time and I'm not forking over my ID.

 

What happened tonight just takes the cake. I haven't shopped in a WalMart since the springtime so we decided to go to one to see the "people of WalMart", as it kind of cracks me up when I see them here. Anyway, the cashier proceeds to offer to ring things up for less if my husband gives him $100 cash. I let him know that he could lose him job for that and he laughs it off and says he'd do a lot of things for $100. OK, kid, whatever. Next thing I know, he wants my ID. Are you frickin kidding me??? You just informed me that you'd happily steal from your employer and now you want MY personal information? NOT going to happen. I simply said, "I don't have to give you my ID and I'm not." He said he had to have it so I told him he'd better call his manager or we'd be standing there for quite some time holding up the line. The Customer Service Manager came over and said I had to have it. She gave me the crap line about "for your protection" and I told her I don't need her protection. I opened my purse, pointed inside to cards, and said, "I do have my ID but I'm not showing it to you." Stupid people. We went back and forth and I insisted that she compare my signature. She said, "If you think that matches well enough for you then whatever."

 

What is the number to call to report these fools? As for the cashier tonight, he'll be reported to the store manager on Tuesday. Absolutely unacceptable.

It is against TOS to register a new ID for the purpose of evading admin actions. It is not what he posted, it is the fact that he is using multiple ID's. The other members realized that it was really Continental, just like they would know if you registered a new ID and started posting here.

 

Whether you like it or not, we have to have rules, George. Why do you argue with us every time we do something? We keep people from attacking you - and you go around posting an argument whenever an admin posts, even if they are defending you.
